My Japanese is rough, but it appears to be a new style body Frame Arms Girls figure, and just talks about its increased poseability and compatibility with MSG accessories. As far as I can tell it's not Busou Shinki related.

Careful, though. It's very likely that since Kotobukiya is using the new body as a base, the entire Kotobukiya Busou Shinki line may be on the same scale as the Frame Arms Girl line - which is to say, about 1/10 scale rather than the original Busou Shinki's 1/12 scale equivalent.
Can't be helped, though. *Already bought one each of Gourai and Stiletto. Already making budget calculations for at least 2 Materia bodies.*

They're the same scale. That being non-scale. I'd suspect that if Gourai and Stylet had normal legs instead of armored ones, they'd be the same height as a shinki. I've preordered the Materia blanks, one each in both colours, and also asked them to help me backorder Stylet at ToG. Asked them if they could help me bring in the Koto Shinki.

Kotobukiya Direct exclusive, probably. Koto loves their exclusive bonuses even more than Konami did.
