The low level prizes tend to cost ~$10 each secondhand? I think it varies...

That's for the higher-level prizes. If these lotteries work anything like how I think they do, plenty of people are going to wind up with surpluses of these chibis and whatever other low-level crap they decide to make as prizes. I agree with Sonja that the ~$10 price range seems likely, depending on the specifics of the line. Speaking of the evil Arnval, is there confirmation that this lottery is linked specifically to the anime as opposed to the franchise in general? I think a Graffias has all of ten seconds of screentime in the anime so far, so I'd guess the latter.

I think it's a bit of both. The anime is to advertise the series in general but since there are only four main characters and a couple reoccuring ones it makes sense to include more shinkis.
