You kinda have to be a real Shinki fan to get the humor in this one.
That being said, it is not only funny, but accurate. (Although maybe that should be used to draw the money out of the wallet, since that seems to be where we get hit.)

The term has been around a while, and seems to apply to most any plastic collectible.
