I know japanese kids are on the ball about everything, but I'd assume that there was a bit of time not shown; If we assume it's closer to eight, that'd put his parent(s) in the UK time zone, likely London because the UK is London AND NOTHING ELSE. Just like how the US is only New York, LA, and Farming Midwest Hometown, and Canada is Igloos. If he DID get on the phone right away, Dad is in Europe somewhere. Or South Africa. Or Egypt.
Anyways, far enough away that a minor is on his own, but with a trio of six inch helper robots, that's A-OK! So Shinki can act as legal guardians? Also, the moving company rep handed the invoice to Arnval to sign, so they've got legal authority to sign payment documents. Combined with the three of them buying the groceries next ep, that means they're allowed to handle money in most situations. That's pretty intriguing right there.
