for 50 you can find Benio, Ciphos and wavebunny/dolphin and probably light armour kits, if you are lucky enough.

The list of shinki that can STILL be had for <$50 is... extremely short.
An impossibility if they HAVE to ship from within the US.
However, if you're willing to sacrifice that, Mandarake is a chain of shops in Japan with a website that ships internationally, and a number of shinki regularly pop up for around or under 5k yen.
