I've been looking forLunar, and I can't seem to buy her at the price range I want her (40-48 maybe?) Does anyone know where to get her?

According to google 5250 Japanese yen = 68.4306 US dollars, so yeah you cannot buy her for the price your looking for. Then add in the fact she was an exclusive, so your going to be looking at 100 USD at least. Ive seen her and her counterpart up for over 300 USD on ebay.

If you're lucky, she might show up somewhere like Mandarake, but you won't get her for a low price like that. You'll have to be vigilant and willing to spend more than that on her.
