I always thought Werkstra & Valona are "Low-End versions" of Arnval & Strarf or that... they're related like sisters

That they are. Arnval, Strarf, Werkstra, Valona, as well as Asuka and Murmeltier, are all Front Line shinkis.

What you need is a zany scheme to get them to stop fighting. Try setting them up on a blind date with each other (Hide their gear first, so they don't try to kill each other or you, once they find out). Either that, or have one of your other girls make friends with both of them.
