Actually, it just let you re-roll the bonus value of the CSCs already in there - which may or may not be better.

Basically, it's for those whom don't have the guts to do reset...

Hm, I've been having problems with my Strarf, more than most characters. I might just try that build with the wand + wings... triple diamond sound good?

Wand build has some variation as well, just keep in mind that wand + white wing + duel shield works the best against long range (mid range is a "most likely" - but depending on how your opponent fights in mid range). Close range, even without movement skill, will own this build big time.
