my arnval has that skill bur she pretty much has a skill level higher than 20 (and just use it from time to time)
anyway
check the wiki for the minimum skill level required for the kind of skill you shinki needs and do enough OBs reach that level

Movement skills are... well, weird. Some shinki pick them up immediately and use them appropriately all the time (like my Ach) and some never figure them out at all (like my Bragg).
I have no idea how to make them do it, except toss them into missions until they happen to pull them out, then praise them a lot.
