Right under the minimap next to the c-store/d-store buttons is the one for the DOff interface. ESD & SFA have recruitment assignments to get more DOffs or you can get "cadre packs" from some missions and of course the c-store. It's like a CCG where you try to collect the best ones, and send them out...

Yeah, if you play a few hours a day and do as many DOff missions as you can it can be super fast. During F2P beta test I went from 0-50 in 3 weeks with 3 hours a day and DOff missions. Only made it half-way through the Romulan arc before I was max level.

Yeah, you need to be of level to use it. Any class can use any ship, you just have to have the correct level.
